IDENTIFIKASI AMBANG BATAS CURAH HUJAN SAAT KEJADIAN BANJIR DI JABODETABEK: STUDI KASUS BANJIR JAKARTA TANGGAL 09 FEBRUARI 2015

Tujuan penelitian ini adalah untuk memahami karakteristik dinamika atmosfer saat kejadian hujan lebat di wilayah Jakarta pada tanggal 09 Februari 2015 dan menentukan nilai ambang batas (threshold) intensitas curah hujan (CH) yang dapat digunakan untuk peringatan dini cuaca ektrim di wilayah Jakarta. Hujan lebat dengan intensitas rata-rata 118,4 mm/hari yang terjadi tanggal 09 Februari 2015 di wilayah Jabodetabek bukan merupakan peristiwa yang signifikan bila dibandingkan dengan kejadian sebelumnya. Berdasarkan tinjauan dinamis pada tanggal tersebut, terdapat cold surge dari Asia yang membangkitkan angin timur laut bertemu dengan angin selatan yang berasal dari Samudera Hindia, dan pada saat bersamaan terdapat tekanan rendah di bagian selatan Nusa Tenggara Timur (NTT) yang membentang dengan arah utara-selatan dan bergerak ke arah barat. Kondisi tersebut membangkitkan dominan angin timur dan di sebelah utara NTT hingga Jawa barat bagian utara terdapat shear, selain itu wilayah sebelah utara Jawa Barat, Banten dan Jakarta merupakan daerah pertemuan interaksi ketiga angin tersebut. keadaan tersebut memicu terjadinya pembentukan awan disepanjang Pulau dan laut Jawa, selat karimata, dan Pulau Jawa, termasuk di wilayah Jakarta yang menimbulkan hujan lebat yang berpotensi banjir. Hasil pendekatan model statistik dengan lima pengelompokan/kategori berdasarkan intensitas CH di wilayah Jakarta saat terjadi banjir tahun 2007, 2008, 2013, dan 2014, adalah untuk kategori “Awas” dengan intensitas CH rata-rata sebesar 35-47 mm/hari, “Siaga 3” dengan intensitas CH rata-rata 48-61 mm/hari, “Siaga 2” dengan intensitas CH 62-74 mm/hari, kategori “Siaga 1” dengan intensitas CH rata-rata 75-87 mm/hari, dan kategori “Bencana” dengan intensitas curah hujan sebesar 88-101 mm/hari.
This study aimed to understand the atmospheric dynamic characteristic of heavy rainfall in Jakarta on February 9, 2015, and to determine the threshold value of rainfall intensity (CH) that can be used for early warning of extreme weather in Jakarta area. Heavy rainfall with an average intensity of 118.4 mm/day which occurred on February 9, 2015, in the Jakarta area is not as significant as previous events. Based on dynamical conditions on that date, the cold surge from Asia enhances northeasterly winds met with southerly winds coming from the Indian Ocean, and at the same time there was a low-pressure system in the south of NTT stretches north-south direction moving westward. This condition created dominantly easterly winds and at the north of NTT to the northern part of West Java exist a shear, meanwhile, the northern part of West Java, Banten and Jakarta were a meeting and interaction area of these three wind components. This condition triggers the clouds formations along Karimata Strait, Java Sea and the island of Java, including Jakarta that caused heavy rainfall and flood potential. Statistical models result in five categories based on the rainfall intensity in Jakarta during floods in 2007, 2008, 2013, and 2014, which were "Caution" for average rainfall of 35-47 mm/day, "Standby 3" for average rainfall of 48-61 mm/day, "Alert 2" for average rainfall of 62-74 mm/day, "Alert 1" for average rainfall of 75-87 mm/day, and “Disaster” for average rainfall of 88-101 mm/day, respectively.
